Provincial Nominee

Canada has 10 provinces and 3 territories. The major difference between a Canadian province and a territory is that provinces receive their power and authority from the Constitution Act, 1867 whereas territorial governments have powers delegated to them by the Parliament of Canada. 

Quebec is the largest province in terms of surface area, whereas Ontario has the largest population. The Provincial Nominee Program is administered by the provinces and their selection criteria varies depending on their needs and circumstances. 

The Provincial Nominee Program is for workers who:

  • have the skills, education and work experience to contribute to the economy of a specific province or territory
  • want to live in that province, and
  • want to become permanent residents of Canada

You can apply for this program through the Express Entry process or through a paper-based process. In both cases, you have to contact the province or territory and apply for a nomination, and you can only get nominated if you meet the eligibility requirements of the province.
